In chapter 214, there is a lot of discussion about Saiki's offu. I've been desperately theorising about it because Saiki x Teruhashi gives me seriously creepy vibes that slowly eat away at my soul. I try to dispel them using logic, but I haven't succeeded, and I can't just accept them either.
Earlier, I thought it was because Teruhashi wasn't being true to herself. I no longer agree with that statement. Teruhashi was being very in-character and true to herself. Her idea of changing her appearance and actions to fit in are very natural to her character.
In contrast, I think it's because the meaning of Saiki liking someone who sticks to their values is different. I think that Aiura telling Teruhashi that she likes someone who sticks to their values was inside Saiki's calculations because Saiki saw Teruhashi's flashback of it and didn't have any ideas of scolding Aiura for it. It was also the first thing that Aiura said to Teruhashi, meaning that it was the most important, if this was Saiki's plan.
Before the flashback scene happens, Saiki is praising Aiura for doing a good job. I think that him being pleased at himself for Teruhashi stopping her gyaru phase is a continuation of his praise because Aiura had been annoying him for the entire day by going against him, but finally helped him out at a very important moment, confirmed by Teruhashi's thoughts.
Saiki likes people who stick to their morals to help both people in need and his own goals, taught by his mother. When Kaidou defends Chiyo and Teruhashi, Saiki respects him so much that he uses Kaidou's own terminology. When Mera apologises for her greed, Saiki considers giving a gift and smiles at her.
When Aiura and Teruhashi got in Saiki's way, Saiki was annoyed, and I think that the offu was made out of exasperation, because it's not what Saiki meant by someone who stuck to their values.
In chapter 29, offu was used as a way of expressing disgust. And I think that that's what happened here. His entire set of expressions is consistent with annoyance. He says that he will sue Teruhashi for slander when she talks about Saiki's preference in breasts. The whole chapter is just Teruhashi annoying Saiki with annoying thoughts and causing a ruckus for the students around her.
The expression that he uses at the end of the chapter is the same as the one that he uses when he ponders the thought of Teruhashi learning of his telepathy. It would mean that Teruhashi would realise a bunch of things and change in an unpredictable way.
To conclude, every action and expression that Saiki has for Teruhashi in chapter 214 is one of annoyance and suffering.
